Providing wildland fire fighting training.

       Provides for wildland fire fighting training.

       Declares that fire fighter one training is a mandatory prerequisite for any individual fire fighter to participate in wildland training. Fire protection districts and city fire departments shall make fire fighter one training the primary training responsibility for fire fighters and wildland training the secondary responsibility.

Changing the primary to June. (REVISED FOR ENGROSSED: Changing the date of the primary election.)

 

(AS OF HOUSE 2ND READING 3/13/03)

 

       Changes the primary to the first Wednesday after the first Monday of the preceding September.

       Provides that, prior to the 2004 and 2005 primary elections, the secretary of state and county auditors shall notify the public of the change in the date of the primary and the new date of the primary. The change in the date of the primary and the new date shall be clearly and prominently displayed on all appropriate election materials, including sample ballots, voters' pamphlets, election notifications, absentee ballot envelopes, web sites, poll site instructions, and candidate filing forms. The secretary of state and county auditors shall make a reasonable effort to provide notice of the new date of the primary in multiple languages.

Allowing intermediate licensees under parental supervision to carry nonfamily members. (REVISED FOR ENGROSSED: Allowing intermediate licensees supervised by an experienced driver to carry nonfamily members.)

        Provides that for the first six months after the issuance of an intermediate license or until the holder reaches eighteen years of age, whichever occurs first, the holder of the license may not operate a motor vehicle that is carrying any passengers under the age of twenty who are not members of the holder's immediate family as defined in RCW 42.17.020 unless the driver is being supervised by a licensed driver with at least five years of driving experience who is sitting in the front, right passenger seating position at the time the license holder is carrying passengers who are under the age of twenty and are not members of the holder's immediate family.

Authorizing separate billing of tenants for water and wastewater services.

 

(AS OF HOUSE 2ND READING 3/13/03)

 

        Authorizes a landlord to charge a tenant separately for water or wastewater services by allocating the charges separately through a ratio utility billing system that complies with this act.

        Provides that a landlord who allocates charges separately for water or wastewater services may allocate the costs to each tenant by using one or more of the following ratio utility billing system methods: (1) Per tenant;

        (2) Proportionately by liveable square footage;

        (3) Per type of unit;

        (4) Per number of water fixtures; or

       (5) Any other method that fairly allocates the charges.

       Provides that, if a landlord fails to comply with the requirements of this act, and the failure was not caused by the tenant, the tenant may terminate the rental agreement by written notice under RCW 59.18.090. In addition, a landlord who fails to comply with this act shall be liable to the tenant in a civil action for actual damages, attorneys' fees, and a penalty of one hundred dollars. If the court determines that the landlord deliberately failed to comply with the requirements of this act, the court shall impose a penalty of two hundred dollars.

HB 2220

Creating a special snowmobile license plate.

       Directs the department to work with the Washington state snowmobile association, the Washington state patrol, and the Washington state parks and recreation commission to create and design a special snowmobile license plate that may be used in lieu of regular or personalized license plates for motor vehicles required to display two motor vehicle license plates, excluding vehicles registered under chapter 46.87 RCW, upon terms and conditions established by the department. The special plates will capture the essence of snowmobiling in Washington state.

       Provides that revenue generated from the sale of the special snowmobile license plates under RCW 46.16.313 (6) and (7) must be used to support the acquisition of snowmobile snoparks, either through purchase or long-term lease agreements. If there are no expenditures of this revenue over a five-year period, the revenue may be expended for a different component of the snowmobile program, including but not limited to capital equipment and safety programs, as determined and recommended by the snowmobile advisory committee.

Replacing Steel Electric Class ferries.

       Declares an intent to procure up to five or more ferries designated the San Juan Class to replace the four Steel Electric Class ferries and continue service from Anacortes to Sidney by using construction methods, equipment, techniques, and financing that delivers the highest quality ferries to the taxpayers with a financing program that allows the vessels to be procured at the best price.

       Provides that, notwithstanding any other provision of law, the department shall enter into agreements for the construction and acquisition of two auto-passenger ferries from current funds and two auto-passenger ferries from new law budget and one ferry from operational savings as outlined in this act and also procure an option price to purchase additional boats for domestic use or resale.

        Requests that the federal department of energy suspend further strategic petroleum reserve deposits until surging crude oil prices stabilize, consumers get relief from rising prices for gasoline, home heating oil, and other petroleum products, and commercial inventories increase.

Ending public facility district tax credits.

        Provides that no tax may be collected under RCW 82.14.390 after July 1, 2003, unless bonds have been sold by April 1, 2003, based on this revenue source.

SB 6032

Revising the liability of a spouse for the acts of the other spouse.

        Provides that debt incurred during a marriage by one spouse without the knowledge or consent of the other spouse when no community benefit is realized shall not be considered a community debt. The burden of proof shall be upon the spouse asserting lack of knowledge and benefit. The presumption of community liability may be rebutted by a preponderance of the evidence. For the purposes of this act, a debt is any obligation arising out of an express or implied contract.
