Declares an intent to provide a less costly and lengthy way for manufactured/mobile home landlords and tenants to resolve disputes, and to provide a mechanism for state authorities to quickly locate managers and owners of manufactured housing communities.

Declares an intent to authorize the department of licensing to register manufactured housing community managers, conduct investigations, issue citations, and impose fines for violations of the manufactured/mobile home landlord-tenant act.
