Recognizes the inherent value clergy bring to the relationship they have with the members of their religious institutions and recognizes the importance of the clergy in providing comfort, support, and advice in the daily lives of all persons.

Recognizes, also, the need to enhance the reporting of potential abuse or neglect of children.

Creates a requirement that allegations of abuse or neglect be reported by members of the clergy only when the information is presented to a member of the clergy in his or her capacity as a supervisor of other clergy and only when the information is presented in some way other than in the delivery of spiritual comfort and counseling.
