Declares that a person in violation of RCW 47.68.230 is also subject to a penalty of four times the fees that are due.

Provides that, in lieu of the penalties in this act, a violation of RCW 47.68.250 is a misdemeanor punishable and is subject to a penalty of one hundred dollars per aircraft for the first violation. Subsequent violations in the same year are subject to the following fines: (1) For the second violation, a fine of two hundred dollars per aircraft;

(2) For the third and subsequent violations, a fine of four hundred dollars per aircraft.

Declares that the revenue from penalties prescribed in this act and for a violation of RCW 47.68.230 must be deposited into the aeronautics account under RCW 82.42.090.

Takes effect July 1, 2004.
