Implements the Help America Vote Act.

Directs the office of the secretary of state to create and maintain a statewide voter registration data base. This data base must be a single, uniform, official, centralized, interactive computerized statewide voter registration list defined, maintained, and administered at the state level that contains the name and registration information of every legally registered voter in the state and assigns a unique identifier to each legally registered voter in the state.

Provides that the voter registration data base must be designed to accomplish at a minimum, the following: (1) Comply with the Help America Vote Act of 2002 (P.L. 107-252);

(2) Identify duplicate voter registrations;

(3) Identify suspected duplicate voters;

(4) Screen against the department of corrections data base to aid in the cancellation of voter registration of felons;

(5) Provide up-to-date signatures of voters for the purposes of initiative signature checking;

(6) Provide for a comparison between the voter registration data base and the department of licensing change of address data base;

(7) Provide online access for county auditors with the goal of real time duplicate checking and update capabilities; and

(8) Provide for the cancellation of voter registration for persons who have moved to other states and surrendered their Washington state drivers' licenses.

Repeals RCW 29A.04.181, 29A.08.530, 29A.08.645, 29A.08.650, and 29A.08.750.
