   On page 3, after line 30, insert the following:

   "(e) The surtax authorized by this section shall not be imposed on the privilege of conducting a personal wireless services business if the city enacts a moratorium on the siting of personal wireless service facilities."

EFFECT: Prohibits the imposition of the annexation surtax on a personal wireless services business if the city enacts a moratorium on the siting of personal wireless service facilities.
