   On page 3, line 6, after "35.102.020." insert "For the purposes of this section, a utility business does not include an light and power business or a natural gas distribution business as defined in RCW 82.16.010."

EFFECT: Prohibits the imposition of the annexation surtax on light and power businesses and natural gas distribution businesses, as those terms are defined in a specific statute.
