On page 4, beginning on line 22, after "legislature." strike all material through "corridor." on line 28, and insert "Moneys in this account must first be used for the costs of implementing high-occupancy toll lanes including, but not limited to, debt service, planning, administration, construction, maintenance, operation, repair, rebuilding, enforcement, and expansion of high-occupancy toll lanes."
EFFECT: Requires that toll revenue must first be used for implementation of HOT lanes. After payment of the full implementation costs and ongoing maintenance costs, all moneys must be used to increase highway capacity in the corridor.
