   On page 2, beginning on line 8, strike all of section 2 and insert the following:

   "NEW SECTION. Sec. 2. (1) The comprehensive education study steering committee is created.

   (2) Members of the steering committee shall include: The governor, or his or her designee, who shall chair the steering committee; four members from the house of representatives with two appointed by each major caucus; four members from the senate with two appointed by each major caucus; and the chairs of each of the four advisory committees created under subsection (3) of this section. The chair of the advisory committee on K-12 shall be the superintendent of public instruction. The chair of the advisory committee on early learning shall be appointed by the governor. The chair of the advisory committee on four-year higher education institutions shall be selected by the governor from a list of three or more names submitted by the higher education coordinating board. The chair of the advisory committee on two-year higher education institutions shall be selected by the governor from a list of three or more names submitted by the state board for community and technical colleges.

   (3) The steering committee shall appoint the members of the advisory committee on early learning, the advisory committee on K-12, the advisory committee on two-year higher education institutions, and the advisory committee on four-year higher education institutions.

   (4) The steering committee shall receive staff and logistical support from the office of financial management and legislative fiscal committees.

 

 

   (5) Nonlegislative members of the steering committee shall be reimbursed for travel expenses under RCW 43.03.050 and 43.03.060."

 

 

 

 

 

EFFECT: Creates two higher education advisory committees rather than one: one on two-year institutions and one on four-year institutions. Removes the director of OFM and the four citizens from the steering committee and increases the number legislators from four to eight. The chair of the advisory committee on four-year higher education institutions is chosen from names submitted by the higher education coordinating board. Removes the requirement that groups representing the early learning community submit a list of names to be consider for chair of the early learning advisory committee. Staff support is provided by the legislative fiscal committees in addition to OFM.
