   On page 6, line 15, after "requirements" insert ", including, but not limited to, classes of vehicles necessary to support public safety and services or when the requirements would cause significant economic dislocation."

EFFECT: Identifies specific exemptions from the emissions standards that may be made by the Department of Ecology. Those exemptions may include public safety vehicles or situations which would cause significant economic dislocation.
