EFFECT: Requires, rather than allows, the Department of Ecology and the Department of Health, in consultation with the Director of Fire Protection, to grant exemptions to the ban of commercial deca-BDE if a safer, technically feasible alternative is not available at reasonable cost. Removes a restriction that the exemption to the use of commercial deca-BDE may occur between 2010 and 2012 and may be renewed for an additional two years.
