   On page 2, line 18, after "fees." insert "Under no circumstances shall the property owner be liable for any costs incurred by non-profit agencies receiving public funds that act on behalf of or provide legal assistance, representation, or services to the tenant."

EFFECT: Clarifies that property owners are not liable for costs incurred by non-profit agencies receiving public funds that work on behalf, or provide services to, tenants.
