   On page 4, line 21, after "investigation." insert "Under no circumstances shall the department make or issue any finding, conclusion, decision, or ruling on whether there was a violation of chapter 59.20 RCW or chapter 19.86 RCW."

EFFECT: The department may not make or issue any finding, conclusion, decision or ruling on violations of the Manufactured/Mobile Home Landlord-Tenant Act or the Unfair Business Practices - Consumer Protection Act.
