EFFECT: (1) Modifies the one-year Growth Management Act (GMA) extension provisions to specify that the extensions may be used only for requirements pertaining to development regulations that protect critical areas. (2) Specifies that only those counties and cities complying with the review and revision schedule of the GMA may receive preferences for grants, loans, pledges, or financial guarantees from the public works assistance account or the water quality account. (3) Modifies intent language. (4) Includes technical corrections.
