   On page 3, line 25 after "cities" insert ", with a population greater than five thousand,"

EFFECT: Provides that the requirement to begin the public notification process and the public participation process no later than one year before the completion date is only applicable to counties with populations greater than two hundred thousand and cities with populations greater than five thousand.
