   On page 2, line 20, after "(2)" strike all material through "$9,000,000" on line 27 and insert the following:

   "The department shall establish a competitive process to prioritize project applications and make award decisions. Criteria for the evaluation and ranking of applications shall include, but not be limited to the following:

   (a) The projected return on investment of public funds in terms of the long-term economic benefits to the state, a region of the state, or a particular community in the state;

   (b) the amount and share of funding to be provided by industry partners; and

   (c) identified markets for the renewable energy products.

   (3) Funding shall not be provided to projects that require continuing state support.

   (4) The department shall establish performance measures against which the program will be evaluated."

   Renumber the remaining subsections consecutively and correct any internal references accordingly.

EFFECT: The specific list of projects recommended for funding is deleted. The Department of Community, Trade and Economic Development must establish a competitive process for project ranking and selection. Criteria for the evaluation of project applications is specified. The Department must establish performance measures for the program.
