   On page 5, after line 18, insert the following:

   "NEW SECTION. Sec. 6. If specific funding for the purposes of this act, referencing this act by bill or chapter number, is not provided by June 30, 2006, in the omnibus operating appropriations act, this act is null and void."

   Renumber remaining sections consecutively and correct title and internal references accordingly.

EFFECT: Adds a null and void clause. The bill is null and void unless funded in the budget.
