On page 2, after line 27, insert the following:
"(c) This subsection (3) does not apply to rural counties as
defined in RCW 82.14.370."
EFFECT: Excepts individuals in rural counties from the restriction on transporting persons in or on an open truck bed. A rural county is defined as having a population density of less than 100 persons per square mile or having a total area of less than 225 square miles.
