   On page 40, after line 7, insert:

   "NEW SECTION. Sec. 33. Any integrated regional transportation finance plan developed by the regional transportation commission or its successor entity under section 3 of this act, and any regional transportation investment district ballot measure under RCW 36.120.070, may not be submitted to the voters unless, by September 1, 2007, records of decision have been issued under the national environmental policy act on both the Alaskan Way Viaduct replacement project and the SR 520 corridor project including but not limited to approaches to the bridge and any associated mitigation."

   Renumber the sections consecutively, change any internal references accordingly, and correct the title.

EFFECT: A regional transportation finance plan developed by the RTC or the RTID cannot be submitted to the voters unless NEPA records of decision have been issued on both the SR 520 and Alaskan Way Viaduct projects by September 1, 2007.
