   On page 7, after line 19, insert the following:

   "(15) Grant or loan funds awarded in this section shall only be available for facilities that use crops where relinquishment does not affect the water right of the land upon which the alternative crop is grown."

EFFECT: Requires grant or loan funds awarded from the Energy Freedom Board for growing alternative crops to be awarded to facilities that use crops where relinquishment will not affect their water right.
