   Strike everything after the enacting clause, and insert the following:

   "NEW SECTION. Sec.1.

   (1) The office of the insurance commissioner shall develop a definition of "local market" for the purpose of determining the share of a local market that a health carrier controls. In developing the definition, the commissioner shall consider the carrier's local market share of persons covered under any agreement, plan, or policy providing direct or indirect reimbursement of health care service.

   (2)The office of the insurance commissioner shall also apply the definition of a "local market" to the state of Washington and determine the share of each local market controlled by each health carrier, and the uniform medical plan administered by the state health care authority.

   (3) The office of the insurance commissioner shall a report to the appropriate committees of the legislature stating it's findings under this act no later than December 1, 2006."

   Correct the Title.

EFFECT: Provides for a study of local health markets and health carriers share of the market.
