EFFECT: The Washington State Institute for Public Policy, instead of the Department of Early Leaning and the Early Learning Council, shall report and make recommendations to the Legislature regarding: (1) the Department's relationships with the K-12 system, the public-private partnership, and local communities; (2) the internal governance of the Department; and (3) the transition of any additional early learning programs and responsibilities.
