   "The economic benefits of decisions by businesses based in other countries and other states to locate research, development, production, and other facilities in Washington; and"

EFFECT: Requires that the study of offshore outsourcing examine the economic benefits of decisions by foreign and out-of-state businesses to locate certain facilities in Washington, subject to available funding.
