EFFECT: Establishes an incentive program to encourage apprentice
utilization on certain state public works projects.
Specifies that, if at least 15 percent of total labor hours on a
public work estimated to cost at least $1 million are performed by
apprentices, the contractor shall be awarded an additional amount equal
to 0.5 percent of the contract amount.
Deletes the apprenticeship utilization requirement and related
provisions.
