   On page 2, line 16 of the amendment, after "(3)" insert ""Clone" means the practice of creating or attempting to create a human being by transferring the nucleus from a human cell from whatever source into a human or nonhuman egg cell from which the nucleus has been removed for the purpose of, or to implant, the resulting product to initiate a pregnancy that could result in the birth of a human being."

 

   On page 2, line 20 of the amendment, after "(4)" insert ""Human reproductive cloning" means the creation of a human fetus that is substantially genetically identical to a previously born human being."

 

   On page 5, after line 26 of the amendment, insert the following:

   "NEW SECION. Sec. 5. USE OF LIFE SCIENCES DISCOVERY FUND FOR REPRODUCTIVE CLONING.

   (1) Funds under this chapter may not be used for reproductive cloning of a human being.

   (2) Funds under this chapter may not be used for research involving human embryonic tissue or human cadaveric fetal tissue that was purchased or sold for valuable consideration greater than the reasonable payment for removal, processing, disposal, preservation, quality control, storage, transportation, or implantation of such tissue."

 

   Renumber the remaining sections consecutively and correct any internal references accordingly.

 

 

 

 

EFFECT:

 

 

   Adds definition of "clone." Defines "clone" as attempting to create or creating a human being by transferring the nucleus from a human cell into a human or nonhuman egg cell from which the nucleus has been removed for the purpose of, or to implant, the resulting product to initiate a pregnancy that could result in the birth of a human being.

   Adds definition of "human reproductive cloning." Defines "human reproductive cloning" as creating a human fetus that is substantially genetically identical to a previously born human being.

   Prohibits the use of funds for reproductive cloning of a human being.

   Prohibits the use of funds for research involving human embryonic tissue or human cadaveric fetal tissue that was purchased or sold for valuable consideration (beyond what is considered a reasonable payment for removal, processing, disposal, preservation, quality control, storage, transportation, or implantation of such tissue).
