On page 3, line 23 of the amendment, after "RCW 10.82.090.))" insert the following:
"NEW SECTION. Sec. 3. (1) The Washington state institute for public policy shall conduct a study of legal financial obligations imposed on criminal offenders. The study shall analyze the impact that the new method of calculating interest on criminal legal financial obligations as established in this act has on:
(a) The rate of recidivism for offenders;
(b) The rate of payment of legal financial obligations and the effectiveness of payment plans;
(c) How often offenders seek and are granted waivers of interest under RCW 10.82.090;
(d) The amount of restitution paid to victims; and
(e) The amount of non-restitution obligations and interest collected and paid to the state and local jurisdictions.
(2) The Washington state institute for public policy shall report its findings to the appropriate committees of the legislature no later than January 1, 2009."
EFFECT: Requires the Washington State Institute for Public Policy to conduct a study to evaluate the impact that the new interest rate on legal financial obligations has on: recidivism rates; payment rates and effectiveness of payment plans; frequency that waivers of interest are granted; amount of restitution paid to victims; and the amount of non-restitution obligations and interest collected.
