    On page 1 of the striking amendment, after line 2, insert the following:

   "NEW SECTION. Sec. 1. It is the intent of the legislature to create laws, procedures, and standards ensuring that United States citizens who are properly registered are able to vote in an efficient fashion. It is also the intent of the legislature to create laws, procedures, and standards ensuring that the non-United States citizens and those citizens who are not properly registered shall not be able to vote. It is the view of the legislature that illegal votes dilute the impact of legal votes."

   Renumber the sections consecutively and correct any internal references accordingly.

EFFECT: Provides an intent section.
