On page 5, line 22, after "day" insert ", and the activity is in conformity with federal law and would not jeopardize the receipt of federal funds as determined by the department. The operator must be a licensed driver and at least eighteen years old"
EFFECT: The commercial driver's license exemption, relating to trams at horse racing facilities, is permissible to the extent that the exemption is not contrary to federal law and does not jeopardize federal funds. In all instances, the operator must hold a regular driver's license and be at least 18 years old.
