On page 1, after line 28 of the amendment, insert the following:
"(5) A farmer may not recover the costs and expenses authorized in
this section from a state or local agency that investigates or pursues
an enforcement action pursuant to an allegation as specified in
subsection (2) of this section."
EFFECT: Specifies a farmer may not recover costs and expenses under these provisions from a state or local agency investigating or pursuing an enforcement action based on an allegation that agricultural activity on a farm violates specified laws, rules, or ordinances.
