   On page 45, line 24, after "(18)" strike all material through "hand" on line 27 and insert "No later than January 1, 2007, the office of financial management must review a finance plan for the Alaskan Way viaduct and Seattle seawall replacement project that clearly identifies secured and anticipated funding sources. Based on this review, the governor must make a finding of whether the finance plan is feasible and sufficient to complete the project as described in the draft environmental impact statement. Nothing in this subsection shall be interpreted to delay construction of the project"

EFFECT: Replaces the requirement that after April 1, 2006, DOT may only continue planning for Alaskan Way Viaduct project alternatives described in the environmental impact statement for which full funding is appropriated, earmarked, or in hand. The replacement language instead requires OFM to review an Alaskan Way Viaduct finance plan that clearly identifies secured and identified funding sources. No later than January 1, 2007, the Governor must make a finding whether the finance plan is feasible and sufficient to complete the project as described in the draft environmental impact statement.
