   On page 70, line 29, after "University:" insert "(a)"

   On page 70, after line 32, insert the following:

   "(b) Enter into a financing contract for up to $63,000,000 plus financing expenses and required reserves pursuant to chapter 39.94 RCW to construct a biotechnology and life sciences research laboratory and instructional facility in Pullman. Repayment of the financing contract shall be made from the Washington State University building account."

EFFECT: Authorizes Washington State University to enter into an alternative financing contract totaling $63 million for the construction of a biotechnology and life sciences research building in Pullman. Repayments are to be made from the Washington State University Building Account.
