EFFECT: Removes $8.95 million in appropriations from the State Toxics Control Account provided for wastewater treatment upgrades at six state parks, a wastewater treatment facility for the city of Carnation, the Motor Vehicle Mercury Removal Program, early spill response equipment caching, and the removal of creosote logs and pilings in the Puget Sound. Increases the appropriation for remedial action grants within the Department of Ecology by $8.95 million from the same account.
