   On page 95, after line 3, insert the following:

   "(26) By December 1, 2006, the department shall report to the appropriate committees of the legislature on gender reassignment treatment. The report shall address:

   (a) Whether other states' medicaid programs cover gender reassignment treatment, and if covered, any prior authorization criteria used by those states;

   (b) Whether there have been federal court decisions related to the ability of states to limit coverage of gender reassignment treatment in their medicaid programs; and

   (c) Whether the Washington state medicaid program has undertaken an evidence-based review of the effectiveness of gender reassignment treatment options, and any results of such a review."

EFFECT: Directs the Department of Social and Health Services to report to the appropriate committees of the Legislature by December 1, 2006 on gender reassignment treatment.
