   On page 29, line 10, after "with" insert "Snohomish and Pierce"

EFFECT: In the Department of Community, Trade, and Economic Development's budget, removes the requirement for a minimum of two demonstration pilot projects related to the transfer of development rights. Adds the requirement that pilot projects will be in cooperation with Snohomish and Pierce county legislative authorities.
