On page 3, after line 19 of the amendment, insert the following:
"(4) All biodiesel manufacturers must provide a certificate of
analysis with every shipment to the purchaser of their biodiesel, that
certifies that the lot of biodiesel from which shipment to the
purchaser is made, has been tested by a competent laboratory certifying
the lot of biodiesel meets or exceeds the specifications in ASTM D
6751. Certification testing and accompanying certificates of
conformance must be performed on every lot of manufactured biodiesel
used in a diesel fuel blend.
(5) All biodiesel manufacturers shall provide evidence that a
stability test has been conducted for each lot produced."
EFFECT: Requires biodiesel manufacturers to provide a certificate of analysis with each shipment of biodiesel that certifies that each lot of biodiesel has been tested by a competent laboratory and that it meets or exceeds the ASTM D 6751 standard. Requires biodiesel manufacturers to provide evidence that a stability test has been conducted for each lot of biodiesel.
