"NEW SECTION.  Sec. 13   A new section is added to chapter 19.112 RCW to read as follows:
     (1) A person that made capital expenditures necessary to adapt or add equipment to blend biodiesel fuel or ethanol under this chapter may be eligible for partial reimbursement for those expenditures by the department of agriculture if the mandate is repealed within eight years of the date the mandate is implemented.
     (2) A person may apply to the department of agriculture for reimbursement from money appropriated for this purpose on the following schedule: If the mandate is repealed within two years of its effective date, the director shall reimburse up to eighty percent of expenditures. The total amount eligible to be reimbursed must decline by ten percent each year after the mandate becomes effective and must end at twenty percent in the eighth year.
     (3) The director must require detailed proof of expenditures made solely to comply with the mandate."
