On page 7, line 19 strike everything after "(1)" through "ecology" on line 20 and insert the following:

"(a) Is consistent with the vehicle emission standards as adopted by the department of ecology; (b) is consistent with the carbon dioxide equivalent emission standards as adopted by the department of ecology; and (c) has a California certification label for (i) all emission standards, and (ii) carbon dioxide equivalent emission standards necessary to meet fleet average requirements"

EFFECT: Clarifies that the cars sold in Washington will have to meet both the vehicle emission standard, and the CO2 equivalent emission requirement. Those requirements must both be met before the manufacturer receives a certification label for their cars. This provision also makes it clear that a purchaser will not be allowed to register a vehicle with under 7500 miles in Washington State that meets only the LEV II requirements. This will insure that there is not a "loophole" allowing purchase of new vehicles not meeting the CO2 standards from an out of state dealer.
