On page 5, line 3, after "east;" strike "((or))" and insert "or
(iii) Borders a county with a population of at least one million,
and has a population of less than sixty thousand;"
EFFECT: A county that is east of the Cascade divide, borders a county with a population of at least one million, and has a population of less than sixty thousand, is also eligible to create an urban industrial land bank until December 31, 2007.
