On page 2, line 1 of the amendment, after "1994" strike ", and until July 1, 2008"

     On page 2, beginning on line 3 of the amendment, after "weight." strike all material through "weight." on line 5 and insert "After July 1, 2008, a person may not use dishwashing detergent that contains 0.5 percent or more phosphorus by weight if the effluent drains into an on-site sewage disposal system, as defined in RCW 70.118.020, within counties that are located east of the crest of the Cascade mountains with populations greater than four hundred thousand as determined by office of financial management population estimates."
