On page 2, after line 7 of the amendment, insert the following:
     "(4) This act shall expire one month after completion of the Spokane county program to provide sewer service to homes that are currently served by septic tanks and located above the Spokane valley-Rathdrum aquifer."

     On page 2, line 9 of the title amendment, after "insert" strike "and" and on line 10, after "70.95L.020" insert "; and providing a contingent expiration date"
