   On page 1, line 18, after "policies.", strike everything to the end of the bill and insert the following:

   "(3) The number of insurance policies supported by this program in the Washington state health insurance pool as defined in RCW 48.41.030(18) shall not grow beyond the July 1, 2003 level. This subsection expires July 1, 2008.

   (4) The department of health shall perform a study and provide the opportunity for input from interested parties for the purpose of determining:

   (a) The identification of each state or local government entity that pays premiums directly or indirectly, in whole or in part, on behalf of enrollees in the Washington state health insurance pool;

   (b) The number of individuals covered by each state or local government entity that pays premiums directly or indirectly, in whole or in part, on behalf of enrollees in the Washington state health insurance pool; and

   (c) The cost to the Washington state health insurance pool of covering costs generated by enrollees whose premiums are paid, indirectly or directly, in whole or in part, through state or federal funds.

   (5) By December 1, 2007, the department of health shall report the results of the report required under subsection (4) of this section to the appropriate standing committees of the legislature."

EFFECT: Provides that the current cap on the number of persons covered by the HIV Insurance Program who can be enrolled in WSHIP shall remain in place until July 1, 2008. Directs the department of health to complete a study by December 1, 2007 that identifies each state and local government entity that pays for WSHIP premiums, the number of individuals covered, and the resulting costs to WSHIP.
