"NEW SECTION.  Sec. 2   (1) Not later than November 1, 2006, the state auditor shall perform and complete an audit of the records of the Washington state health insurance pool to determine:
     (a) The identification of each state or local government entity that pays premiums directly or indirectly, in whole or in part, on behalf of enrollees in the Washington state health insurance pool;
     (b) The number of individuals covered by each state or local government entity that pays premiums directly or indirectly, in whole or in part, on behalf of enrollees in the Washington state health insurance pool; and
     (c) The cost to the Washington health insurance pool of covering costs generated by enrollees whose premiums are paid, indirectly or directly, in whole or in part, through state or federal funds.
     (2) By December 1, 2006, the state auditor shall report the results of the audit required under subsection (1) of this section to the appropriate standing committees of the legislature."
