"NEW SECTION.  Sec. 1   (1) A joint select committee of the legislature shall be established to study the human immunodeficiency virus insurance program authorized under RCW 43.70.670 together with other programs under which state or local government entities pay premiums directly or indirectly, in whole or in part, on behalf of enrollees in the Washington state health insurance pool.
     (2) The study shall evaluate, for the most recent complete fiscal year, the number of enrollees covered under the programs identified in subsection (1) of this section, the total premiums paid on behalf of enrollees under these programs, the total claims paid for covered services for enrollees under these programs, and whether total claims paid for covered services for enrollees under these programs exceed total premiums paid on behalf of enrollees under the programs. The study shall identify each state or local government entity that pays premiums directly or indirectly, in whole or in part, on behalf of enrollees in the Washington state health insurance pool. The study shall determine the number of individuals covered by each state or local government entity that pays premiums directly or indirectly, in whole or in part, on behalf of enrollees in the Washington state health insurance pool. The study shall determine the cost to the Washington state health insurance pool of covering costs generated by enrollees whose premiums are paid, directly or indirectly, in whole or in part, through state or federal funds.
     (3) The joint select committee established under this section shall be comprised of twelve members. Six members shall be appointed from the house of representatives, three of whom are appointed by the speaker of the house of representatives, and three of whom are appointed by the republican leader. Six members shall be appointed from the senate, three of whom are appointed by the democratic leader, and three of whom are appointed by the republican leader.
     (4) The study required by this section shall be completed not later than November 1, 2006. Results of the study shall be reported to the appropriate standing committees of the legislature not later than December 1, 2006."
