On page 22, line 15, after "section." insert "However, notwithstanding the other subsections of this section, in recognition of the fact that an opposition candidate's campaign-related expenditures from personal funds in excess of a threshold to be determined by the commission, can be an insurmountable disadvantage to a candidate who is not self-financed, individual contributions and coordinated party expenditures made on behalf of the nonself-funded candidate, may be exceeded by a factor or factors, to be determined by the commission, so as to equalize the overall fund-raising capabilities of the candidates. A system shall be created by the commission that will monitor whether an opposing candidate has spent sufficient personal funds in comparison to the amounts raised by the nonself-financed candidate's campaign so as to justify the continuation of the allowance of excess contributions."
