On page 18, after line 21, insert the following:
"NEW SECTION. Sec. 23 The secretary of state shall undertake a
study of how many people who registered to vote between January 1,
2004, and October 18, 2004, were not actually qualified to register and
vote at the November 2004 general election. The secretary of state
shall report the results of this study to the secretary of the senate
and the chief clerk of the house of representatives by February 24,
2005.
NEW SECTION. Sec. 24 Section 23 of this act is necessary for the
immediate preservation of the public peace, health, or safety, or
support of the state government and its existing public institutions,
and takes effect immediately."

In line 6 of the title, after "29A.84 RCW;" strike "and prescribing penalties." and insert "creating a new section; prescribing penalties; and declaring an emergency."
EFFECT: Requires that the secretary of state study the number of people who registered to vote in the last election who were not actually qualified to register to vote.
