On page 3, line 14 of the amendment, after "section." insert "If, after five years of operating a major facility project covered by this section, the savings from lower operating costs do not equal or exceed the initial cost premium of designing and constructing the facility, the department shall pay the public agency the difference between the two sums. The payment shall be paid from existing appropriations."
On page 4, line 8 of the amendment, after "districts." insert "If, after five years of operating a major facility project covered by this section, the savings from lower operating costs do not equal or exceed the initial cost premium of designing and constructing the facility, the superintendent of public instruction shall pay the school district the difference between the two sums. The payment shall be paid from existing appropriations."
EFFECT: If the initial capital cost of using high-performance standards in a building is not outweighed by the buildings's operational savings after five years, then GA or OSPI must cover the difference.
