On page 4, after line 32, insert the following:
"(e) Any person or entity holding legal title to a motor vehicle
shall be held harmless for liabilities arising from the release of
mercury from any mercury-added component installed in such a vehicle,
delivered to motor vehicle recyclers or scrap recyclers, or transferred
to the manufacturer or its agent or contractor."
EFFECT: Ensures that those holding legal title to a motor vehicle will not be held liable for mercury releases related to the removal, processing, and transfer of mercury-containing motor vehicle components.
