"NEW SECTION.  Sec. 1   The legislative committee on economic development and international relations created in chapter 44.52 RCW shall examine state tax incentives that could be enacted that would assist persons that invest or otherwise provide financial assistance to clients of small business incubators. The committee shall consult with associations representing small business incubators in the study. The committee may enter into a contract to develop the information needed by the committee to conduct the study.
     The committee shall submit a report containing its findings and recommendations to the appropriate committees of the house of representatives and senate by December 1, 2005.

NEW SECTION.  Sec. 2   If specific funding for the purposes of this act, referencing this act by bill or chapter number, is not provided by June 30, 2005, in the omnibus appropriations act, this act is null and void."
