On page 11, after line 13, insert the following:
"NEW SECTION. Sec. 6 This act is necessary for the immediate
preservation of the public peace, health, or safety, or support of the
state government and its existing public institutions, and takes effect
immediately."
On page 1, strike line 3 of the title and insert "adding a new section to chapter 30.38 RCW; and declaring an emergency."
EFFECT: Adds emergency clause.
