Background:

State government operates on the basis of a fiscal biennium that begins on July 1 of each odd-numbered year. Appropriations are made in the biennial budget for the operation of state government and its various agencies and institutions. The biennial budget is typically amended each year by a supplemental budget. Total State General Fund appropriations for the 2003-05 biennium are currently $23.25 billion.


Summary of Substitute Bill:

Total State General Fund spending for the 2003-05 biennium is increased by $201 million to $23.45 billion. Appropriations are also amended for a variety of accounts. For additional information, see the budget summary and detail documents.

Substitute Bill Compared to Original Bill:

The substitute bill increases General Fund-State appropriations by approximately $60 million, and makes other changes.
